The local council is the representative, vote, legislative, and supervisory organization.
There are general and extra meetings in the council, and the steering of the council is managed by the general meeting, standing committee, and special committee.
Regular session opens 2 times a year, June and November.
Extra session can be held by more than 1/3 of the enrolled council members, or by the head of any local government in 15 days.
But, the first session after general election can be called by the council general secretary in 25 days from the beginning of the term.
The public notice must be issued before 5 days, and if the head has items, the head will notice.
The General meeting

More than 1/3 of the enrolled council members are present and open the meeting.
Except special cases, the vote will be held by the majority attending and the majority agreed. if the member wants to speak, the permission from the chairman is necessary.
The member can ask and speak other remarks. the meeting will be opened to the public.
But of it is necessary for keep order or more than 2/3 members agree, it will not.
Though the bill was not be voted during the term, it cannot be abolished. However, if the members' term is finished, it can be.
The bill which rejected in the council cannot be submitted in the same term.
The Standing committee

The standing committee is for examining various bills professionally and effectively.
It can be held by the chairman or request of more than 1/3 members. However, during the closing session, it can be held again by the vote of committee, the chairman, and request of local head.
There are steering committee, adminstration & welfare committee, and financial & construction committee.
Special committee

The special committee can be established by a decision of the general meeting, in order to deliberate and handle specific matters for the short term.
There are special committee on Budget and Accounts and Administrative works Inspection.
